Efficiency: This comes in many forms including retro-commissioning, optimization, controls upgrade, and systems upgrade. Efficiency measures cost more than conservation measures.

Capital Improvement : This costs the most and usually includes system replacement and the addition of renewable energy. This should be the last of the high level categories to be considered as part of energy upgrades.
